Abstract: En el proyecto denominado Acceso a la justicia a través del Consejo de la
Judicatura para la comunidad se han realizado actividades mediante las cuales
los estudiantes asisten al Consejo de la Judicatura a realizar sus horas de
vinculación con la sociedad y prácticas pre profesionales, se ha definido el
número de 80 horas semestrales para su cumplimiento, cada estudiante que se
encuentra registrado en el proyecto posee un número de oficio que ha sido
ingresado en el Consejo de la Judicatura de Imbabura. Los estudiantes poseen su
carpeta de seguimiento para su evaluación, control y monitoreo por parte del
docente tutor asignado quien los visita periódicamente.
Description: In the project called Access to justice through the Council of the
Judiciary for the community, activities have been carried out through which

Abstract: Con el compromiso de que los proyectos de vinculación con la sociedad contribuyan al
desarrollo de la sociedad, la Universidad de Otavalo a través de la resolución No: 007-CA
-2020 crea el Proyecto de Vinculación con la Sociedad denominado: Centro de Mediación
de la Universidad de Otavalo” que tendrá como objetivos principales: implementar la
mediación como un método alternativo de solución de conflictos en nuestro entorno, y
además contribuir con la descongestión de las causas del Sistema de la Función Judicial,
en materias transigibles, teniendo como visión ser un referente en el tratamiento de los
conflictos de su entorno, aplicando un conjunto de políticas de la gestión que permitan
construir una cultura de dialogo y paz. De esta manera fortalecer los servicios que brinda
actualmente el Consultorio Jurídico Gratuito de la Universidad de Otavalo.
Entre las principales actividades desarrolladas en este años se destacan las siguientes:
Aprobación del proyecto de vinculación Centro de Mediación en la Universidad de Otavalo
Aprobación del Reglamento de Funcionamiento del Centro de Medicación.
Implementación de los espacios físicos del Centro de Mediación
Contratación y designación de la directora y secretaria del Centro de Mediación
Convocatoria y designación de mediadores
Elaboración del Plan de desarrollo
Remisión y seguimiento del proceso de acreditación del centro de mediación
Description: With the commitment that projects related to society contribute to the
development of society, the University of Otavalo through resolution No: 007-CA

mediation as an alternative method of conflict resolution in our environment, and

Abstract: El Proyecto de Observatorio Jurídico para la Prevención de Derechos Colectivos de la
Universidad de Otavalo en el año 2020 se desarrolló de acuerdo a la planificación con los
ajustes necesarios derivados de la Pandemia conocida como COVID 19 que obligó a
reprogramas las actividades previamente aprobadas por la Dirección de Vinculación con
la Sociedad. En este sentido se puede resumir de la siguiente forma: Para los semestres
mayo a agosto y septiembre a diciembre, desarrolló un proceso formativo dirigido a los
estudiantes vinculantes (Observadores) con la participación inicial de 92 estudiantes y 05
Docentes Tiempo completos de la carrera de Derecho. Dichos foros se detallan en los
avances de proyecto que fueron cargados al sistema SIEGU junto a las evidencias
correspondientes. Asi mismo, se destacan los módulos que integran las areas sustantivas
de academia, vinculación hacia la investigación y el abordaje en el proceso de
legalización de los barrios de Otavalo en conjunto con la carrera de Gestión Social que ha
permitido mediante el apoyo de nuestros estudiantes solventar este tema jurídico y social
de varias comunidades Otavaleñas. Del mismo modo y para fortalecer el desarrollo de
Convenios con el Municipio GAD de Otavalo se realizó una participación con difusión a las
Comunidades de Otavalo, relacionadas con la Jornada por la PAZ 2020 donde en trabajo
de RED se mostraron resultados como los libros de Movilidad humana y COVID 19
esfuerzo de la carrera de Derecho desde la vinculación. Todas las actividades se
encuentran articuladas desde la Planificación Nacional y Local en el POA Y PEDI y
generan un alto impacto en el entorno de la Universidad de Otavalo junto al proyecto de Consultorio Jurídico.

Abstract: El proyecto de vinculación Consultorio Jurídico Gratuito de la Universidad de Otavalo
inició en el mes de enero del año 2021 hasta noviembre del mismo año.
Se tiene como antecedente la evaluación integral realizada por la Defensoría Pública y
como resultado satisfactorio se ubica al consultorio en categoría "B"
Acreditado, además para el mejoramiento continuo se elaboró un Plan de Mejora para el
funcionamiento del Consultorio Jurídico Gratuito de la Universidad
de Otavalo que se desarrolló en el año 2020, enmarcado en las actividades de gestión
administrativa y el proceso de enseñanza y aprendizaje para los
estudiantes vinculantes y practicantes, cuyas actividades consistieron en:
1. Distribución equitativa de estudiantes vinculantes y practicantes por el coordinador del
Consultorio Jurídico y asignación del docente tutor, con su monitoreo y seguimiento
respectivo.
2. De acuerdo a los parámetros establecidos por la Defensoría Pública, se cumplió con los
estándares en su atención a grupos de atención prioritaria.
3. Se archivaron las causas activas y pasivas a fin de sistematizar la información de las
causas, con el fin de obtener las estadísticas tanto en patrocinio como
asesorías en las materias acreditadas por la Defensoría Pública.
4. Se reasignó diversos casos a los estudiantes practicantes con el fin de dar seguimiento
y un servicio de calidad.
5. Se aplicó el reglamento del Consultorio Jurídico dando cumplimiento a las atribuciones
del personal.
6. Se realizaron campañas de difusión y capacitación de los servicios que brinda el
Consultorio Jurídico Gratuito de la Universidad de Otavalo.
7. Se desarrollaron seminarios, foros y cursos virtuales conjuntamente con la Defensoría
Pública de Imbabura.
8. Se ha cumplido con los informes trimestrales solicitados por la Defensoría Pública para
el mejoramiento continuo de las actividades del Consultorio Jurídico Gratuito de la
Universidad de Otavalo, entre ellas se puede destacar la participación en la Red Cantonal
de Protección de Derechos de Otavalo, temas de movilidad humana con ACNUR.
