Resumen
El objetivo general de esta investigación fue identificar la eficacia en la recolección de elementos de convicción en casos de desaparición de personas en la ciudad de Quito, específicamente en el barrio de Iñaquito. La problemática de las personas desaparecidas involucra la pérdida traumática para sus seres queridos y la inquietud pública sobre la efectividad de las autoridades para resolver estos casos. La metodología empleada fue de naturaleza cualitativa, descriptiva y documental. Se llevaron a cabo entrevistas en profundidad con familiares de personas desaparecidas, funcionarios de la Policía Nacional, y expertos en el campo forense. Además, se analizaron expedientes de casos de desaparición de personas ocurridos en Iñaquito durante los últimos cinco años. Los resultados revelaron que existen desafíos significativos en la recolección de elementos de convicción en estos casos. Se identificó una falta de coordinación efectiva entre las diferentes agencias involucradas en la investigación, lo que dificulta la recopilación y el análisis de pruebas. También se encontró que los recursos y la capacitación para el personal encargado de la recolección de elementos de convicción, son insuficientes. En cuanto a las conclusiones más relevantes, se destaca la necesidad de fortalecer la capacitación de los agentes encargados de la recolección de indicios y mejorar la coordinación entre las instituciones involucradas en la investigación de desapariciones. Además, se sugiere la implementación de tecnologías forenses modernas y la creación de una base de datos centralizada para agilizar el proceso de identificación de personas desaparecidas.
The general objective of this research was to identify the efficiency in the collection of evidence in cases of disappearance of persons in the city of Quito, specifically in the Iñaquito neighborhood. The problem of disappearances involves the traumatic loss of loved ones and public concern about the effectiveness of the authorities to solve these cases. The methodology used was of a qualitative, descriptive and documentary nature. In-depth interviews were conducted with relatives of disappeared persons, National Police officia ls, and experts in the forensic field. In addition, files of cases of disappearance of persons that occurred in Iñaquito during the last five years were analyzed. The results revealed that there are significant challenges in collecting evidence in these cases. A lack of effectivecoordination was identified between the different agencies involved in the investigation, making the collection and analysis of evidence difficult. It was also found that the resources and training for the personnel in charge of collecting evidence are insufficient. Regarding the most relevant conclusions, the need to strengthen the training of the agents in charge of collecting evidence and improve coordination between the institutions involved in the investigation of disappearances is highlighted. In addition, the implementation of modern forensic technologies and the creation of a centralized database are suggested to streamline the process of identifying missing persons.
