Resumen
El presente trabajo analiza la investigación de: “Gobiernos Autónomos Descentralizados: El debido proceso en la gobernanza electrónica”, un tema relativamente nuevo por cuanto este no se ha aplicado de una manera tácita o se ha dado el seguimiento correspondiente para su debida aplicación, únicamente lo que se ha realizado son las normas generales pero la principal obligación de las entidades es la simplificación de trámites y evitar burocracia innecesaria, facilitando todo tipo de proceso dentro de una institución, sean internos o externos, de tal manera que se pueda garantizar el derecho constitucional de acceder a servicios óptimos y de calidad. La Gobernanza Electrónica en el debido proceso, deberá facilitar la realización de diferentes trámites en la administración pública, razón por la cual se debe determinar si la aplicación de los procedimientos tecnológicos es favorable o no para los usuarios, así como también el cómo se lo podrá realizar y finalmente como estos inciden en una institución
pública, como lo es un municipio. En relación con una breve referencia de la problemática, se puede evidenciar que en varios sectores existe una la falta de acceso a servicios básicos y el índice de info-analfabetismo alto; estos problemas nos llevan a la determinación de la gran brecha tanto social como educativa, por cuanto son problemas que limitan el acceso a medios tecnológicos, lo cual por su relación con el tema que se investiga, se puede determinar que existe una limitación
para varios sectores sociales y de la propia administración, que dificulta la implementación de estos métodos. Con el fin de poder obtener mejores resultados en la presente investigación se ha utilizado el tesauro de la UNESCO a fin de mejorar la investigación con fuentes confiables y terminología adecuada al problema planteado en este caso se utilizó el término tecnologías de la información dentro del cual la herramienta antes mencionada nos arrojó conceptos relacionados como la brecha digital, tecnología educacional, gobierno electrónico, transferencia de información y equipamiento de telecomunicaciones; estos términos fueron plasmados en los temas que se investigaron en el presente trabajo. De igual manera, con estos términos que arrojó el buscador se procedió a buscar conceptos como información pública, internet, correo electrónico y plataforma digital, la utilización de estos medios nos permite abarcar temas que están correlacionados al tema y problema planteado.
Abstract. In relation to a brief reference of the problem, it can be seen that in several sectors there is a lack of access to basic services and a high info-illiteracy rate; These problems lead us to the determination of the great gap, both social and educational, since they are problems that limit access to technological means, which due to its relationship with the topic being investigated, it can be determined that there is a limitation for several sectors. social and the administration itself, which makes the implementation of these methods difficult. In order to obtain better results in this research, the UNESCO thesaurus has been used in order to improve the research with reliable sources and terminology appropriate to the problem posed. In this case, the term information technologies was used within which the aforementioned tool gave us related concepts such as the digital divide, educational technology, electronic government, information transfer and telecommunications equipment; These terms were reflected in the topics that were investigated in this work. Likewise, with these terms that the search engine returned, we proceeded to search for concepts such as public information, internet, email, and digital platform. The use of these media allows us to cover topics that are correlated to the topic and problem posed. With respect to the methodology used, this work used the mixed method due to the use of qualitative and quantitative methods, based on obtaining information from legal publications, bodies, pronouncements, interviews, comparative law and already established pronouncements. In this way, an alternative point of view will be provided to the use of the so-called Electronic Government, how it should be implemented, where its importance lies and how it affects a Municipal Decentralized Autonomous Government. For this reason, the mixed method (quali-quantitative) will be used. Both methods are applied because they must measure quantities (quantitative) and at the same time analyze the results (qualitative). The quantitative research method belongs to the interpretive methodologies. The qualitative research method belongs to descriptive methodologies.
